as not taken place in this country, but has been made upon the initiative of the Colonial Authorities at Hong Kong. They cannot but regard it as undesirable, in the circumstances set out above, that the Hong Kong authorities| should take action which of course virtually amounts to stopping the business of Messrs Arnhold, and they direct me to request that, should 'r Bonar Law see no objection, immediate instructions may be sent by telegraph to the Governor of the Colony that the ordinary commercial tele- graphic correspondence of the firm should not be inter- fered with.
